Characteristics at each level describe fluency of speech as determined from evaluation results. Use professional judgment to determine the rating characteristics that apply. Mark the highest level of severity when characteristics are duplicated in the rubric. The student places in the rubric with the majority of characteristics checked.

0   Conditions do not support speech-language eligibility

__Speech fluency pattern that does not draw attention to itself.
__Speech flow and time patterning are within normal limits.
__Developmental nonfluencies may be present.
__No interference with the student's participation in educational setting.
__Problem is a result of educational disadvantage or racial/ethnic or economic background.

1   Dysfluencies/conditions that do not support speech-language eligibility

__1-3 stuttered words per minute. 0-3% stuttered words of total words spoken or Riley 0-4%.
__Dysfluencies are primarily whole word and/or phrase repetitions.
__No interference with the student's participation in educational setting.
__Student is not aware of a problem.

2   Dysfluent speech that may support speech-language eligibility

__3-5 stuttered words per minute, 3-5% stuttered words of total words spoken, or Riley 5-40%.
__Rate of speech interferes with intelligibility.
__Sound, syllable, and/or word repetitions or prolongations are present.
__No secondary symptoms are present.
__Fluent speech periods predominate.
__Some impact on educational participation is noted by teacher.
__Impact on listener and/or speaker is minimal.
__Some negative awareness may be present.

3   Dysfluent speech in a moderate range that supports speech-language eligibility

__
5-10 stuttered words per minute, 5-10% stuttered words of total words spoken, or Riley 41-77%.
__Rate of speech interferes with intelligibility.
__Sound, syllable and/or word repetitions or prolongations are present.
__Average duration of dysfluency is 1.0 second or longer.
__Secondary symptoms including frustration, avoidance, and physical concomitants may be observed.
__Interferes with educational participation.
__Minimal avoidance of selected speaking situations.
__Moderate listener and/or speaker reaction and concern noted.
__Struggle and tension may be present.

4   Dysfluent speech in severe range that supports speech-language eligibility

__10 or more stuttered words per minute, 10% or more stuttered words of total words stuttered, or Riley 78-100%.
__Habitual dysfluent behaviors are observed in a majority of speaking situations.
__Rate of speech interferes with intelligibility.
__Sound, syllable, and/or word repetitions and/or prolongations are present.
__Avoidance and frustration behaviors are observed.
__Secondary symptoms predominate.
__Average duration of dysfluency is 2.0 seconds or greater.
__Severely interferes with educational participation.
__Severe listener or speaker reaction and concern noted.
