children in early childhood educational programs to
provide them with school readiness skills

high quality training to staff in early childhood

family-focused prevention and treatment services, to
include home visits, in order to reduce substance
abuse, infant mortality and child abuse neglect

network of services and support to high-risk families

Educational Reform
Decrease
the amount of time students are off campus through the
implementation of a on-campus alternative to suspension
program
Expand
number of schools involved in providing after school
learning opportunities and enrichment for high-risk
students
Expand
on-campus suspension program to include character
education component
Provide
staff with resources and training to reduce, if not
eliminate, bully/victim problems among elementary and
middle school children in and outside of the school
setting
Element Six:

Revise
and implement emergency procedures plan to be used at
all 25 schools
Train
all school staff and administrators on the emergency
